Job Summary

 

Individual will perform a wide variety of systems engineering tasks in support of Federal Aviation Administration (FAA) Acquisition Management System (AMS) programs. Individual must have experience in computing systems (any combination of computer engineering, computer science, cybersecurity, data science, information systems, IT, or software engineering), strong analytical skills, and an appreciation of multi-disciplinary team dynamics as applied to engineering projects across enterprise, program, and solution levels.

 

Cobec FAA AMS projects include all Service Units, primarily Air Traffic, Mission Support, Technical Operations, Project Management Organization, Safety and Technical Training, and System Operations. Cobec Systems Engineers are encouraged to be flexible with regard to project assignments and to adapt to the knowledge requirements of the Service Units.

 

Years of Relevant Experience

 

The position requires 4-8 equivalent years of experience in systems engineering or an adjacent field. Specific experience with the Federal Aviation Administration (FAA), Department of Defense, or other federal agencies is desired. A Master’s degree or PhD is desired and may count for additional years of experience.

 

Essential Job Functions

 

The following duties are normal for this position. The omission of specific statements of duties does not exclude them from this position if the work is similar, related, and/or a logical assignment for this position. Other duties may be required and assigned.

Cobec’s Systems Engineers provide support to Federal clients depending on the needs of the individual program. In general, a Systems Engineer’s activities include but are not limited to:

      Support strategic mission, program mission and investment analysis activities.

      Understand customer goals, working styles, and manage expectations.

      Collaborate in an integrated program team environment, actively participating, engaging, and innovating solutions.

      Deliver high-quality products as assigned.

      Perform research and document analysis.

      Support development of operational concepts and their translation into NextGen capabilities, operational improvements, and performance requirements.

      Maintain traceability for deliverables when assigned. This may be adjudicating changes using CRMs or redlines.

      Assist in core systems engineering activities including the development of functional analyses, requirements definition and decomposition, enterprise architecture models, interface documents, others.

      Support operational and development analysis, technology evolution plans and transition strategies and create system baselines, identify and assess gaps, shortfalls and risks, and develop systems solutions within technical, schedule, and cost boundaries.

      Participate in design and implementation project teams with process owners, developers, and architects. 

      Participate in design reviews, program reviews, technical interchange meetings and tabletop discussions. 

      Support investment analysis teams.

      Contribute effectively to working groups through oral and written communication and foster cooperative working relationships.

      Ability to “Speak FAA”, that is, have a working vocabulary of terms, phrases and acronyms used within the Administration.

 

Education Requirements

Bachelor’s degree required, preferably in engineering, computer science, information science, math, or related scientific field. A Master’s degree or PhD is strongly desired.

 

Skills Requirements

·      Experience in some or all aspects of the FAA’s Lifecycle Management Process.  

·      Knowledge of FAA organizations, systems, operations, investment analysis, solution development and implementation, and engineering practices

·      Knowledge of Enterprise Architecture models, their purpose, uses and relationships with other AMS products.

·      Familiarity with general facility construction practices and oversight.

·      Proficiency with Sparx EA, IBM System Architect, IBM DOORS, CORE, SysML, UML, or other MBDE tools, Visio, others.

·      Familiarity with Data Flow Diagrams, Functional Flow Block Diagrams, N2 diagrams, Business Process Model and Notation, others.

·      Proficiency with MS Excel, MS PowerPoint, MS Project and other MS Office Products.

·      Willingness to exercise judgment under uncertainty.

·      Demonstrable analytical skills.

·      Interaction skills represented by the ability to relate, cooperate, and communicate with different kinds of people including executives, sponsors, colleagues, team members, developers, vendors, learning and development professionals, end users, customers, and subject matter experts (SMEs).

·      Experience interacting with clients, working in hybrid groups with external teammates. Working within those relationships with integrity.

·      Experience with Federal Government systems engineering specifically related to large systems acquisition within the FAA.

 

Security Requirements

Must be a US citizen or a legal resident for three of the past five years. Must meet eligibility requirements for a US Public Trust security clearance.

 

Travel

Occasional travel required as needed by client(s) and/or company.
