Senior SAS Programmer/Data Manager

ICF’s Research Science, Survey Solutions and Data Modernization Portfolio is seeking a Senior SAS Programmer/Data Manager with experience managing and leading data management strategies including processing/merging large datasets, implementing complex and repeatable data file linkages, and developing and overseeing data management processes/systems of varying complexity.

If successful, you will work with teams of data managers, analysts, statisticians, and project managers and will be responsible for developing process specifications, best practice guidelines, and other documentation such as codebooks and data users’ guides, etc. You will also perform other tasks, including data cleaning, editing specifications and code implementation, performing, and overseeing analyses, and providing technical writing support. You may lead, mentor, and oversee teams of early career SAS programmers and data managers.

This position can be fully REMOTE.

Key Responsibilities:

Lead development efficient data management processes and programming including complex datasets involving implementation of ongoing updates.
Lead development of data management and analytical documentation including data user’s guides, codebooks, and public use dataset documentation.
Provide support and technical direction to project management staff on recommendations for technical and analytical best practices to achieve study goals.
Develop data cleaning specifications and code to support final dataset production for client delivery.
Develop and maintain quality control procedures for internal and client deliverables.
Support innovation in solutioning complex data management challenges.
Oversee and allocate tasks to early career SAS programmers and data managers by providing leadership, direction and quality controlling the progress of their tasks.
Communicate with internal and external clients at all levels to obtain or clarify project requirements.

Basic Qualifications:

Bachelor’s degree in public health, social science, mathematics, or relevant related social science and/or survey analytics degree.
At least 6 years of applied and demonstrable SAS experience using SAS for survey data management or analysis:
Base SAS Procedures such as FREQ, TRANSPOSE, APPEND, FORMAT, DATASETS, REPORT, MEANS, UNIVARIATE, TABULATE.
Advanced SAS techniques such as arrays, macros, PROC SQL.
Experience supporting the design and application of sampling techniques (e.g., simple random samples, stratified samples, and multi-staged samples), calculation of survey weights, nonresponse analysis and nonresponse adjustments.
Knowledge of Microsoft Office products including Excel, Word, and PowerPoint.

Preferred Qualifications:

Master’s degree in Survey Research/Methods, Statistics, Biostatistics, Epidemiology, Public Health, Mathematics, Data Sciences, or other relevant statistical or social science field.
Base or Advanced SAS certifications.
Experience conducting statistical analyses using univariate, bivariate (e.g., Chi-squared, t-test, etc.) and multivariate analysis (e.g., logistic regression) methods, and calculating survey estimates accounting for sample design.
Hands-on experience with other statistical programming or scripting languages (R, SPSS, Stata, Python, SQL).
Strong problem solving and critical thinking skills as it relates to data solutioning.
Ability to communicate with internal and external clients at all levels to obtain or clarify project requirements.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position. The pay range for this position is:

$84,533.00 - $143,706.00
