Senior Business Analyst, HIFIS Implementation
On behalf of our client, Procom is currently seeking one Senior Business Analyst for HIFIS Implementation (Homeless Families and Individuals Information System).
Senior Business Analyst, HIFIS Implementation Job Details:
1. Work with community partners and non-profit organizations to:
- Develop organizational and regional HIFIS business, data and reporting requirements that support inter-agency case management, coordinated access processes and a By-Name List1. o Identify one or two individuals per organization to work with as the HIFIS contact within that organization.
o Determine business and reporting requirements for the use of HIFIS in each identified organization, including service pathways, user rights templates, a HIFIS system map and HIFIS configuration for the region.
o Determine requirements for a By Name List, including data and reporting requirements. Document data entry and collection pathways to ensure data is captured effectively and efficiently.
o Determine common business requirements between organizations that will foster inter-agency client case management.
o Determine business and reporting requirements regionally.
- Plan and implement HIFIS deployment at the regional level, based on above requirements. o For 25-30 local service provider organizations, ensure the current system map is up to date based on the implementation of expanded CA.
o Determine which organizations are best prepared to expand deployment of HIFIS 4.
- Update the implementation plan based on a phased approach.
- Update the existing system map as required.
- Review existing customer relationship management systems (unrelated to BC Housing’s systems) currently in use within some organizations and determine if HIFIS could replace some or all business functionalities.
- Engage and motivate homeless serving organizations and programs to further adopt HIFIS as a tool in a respectful and fulsome way.
- Engage with identified and interested Indigenous service organizations to invite meaningful participation.
- Develop the commitment of key partners on the regional deployment of HIFIS.
- Ensure streamlined communications and relationships with BC Housing’s project manager and IT staff.
- Develop a process to resolve implementation issues with non-profit organizations and BC Housing.
- Develop initial and ongoing training requirements for this and future deployment.
- Review and incorporate Reaching Home minimum requirements for HMIS, including:
o Community Homelessness Report annual reporting requirements
o Developing and maintaining a priority list (By Name List)
o Data sharing agreements and other security and privacy requirements, in collaboration with BC Housing
Expected deliverables:
- Updated project plan and project management, including risk assessment and options for resolution.
- Updated HIFIS System maps for 25-30 non-profit organizations, as required.
- Documented HIFIS business requirements for each of the 25-30 organizations, including roles, workflow, data entry processes, and required HIFIS modules based on requirements definitions.
- Provide feedback on existing rights templates and assign user rights templates.
- Provide and implement HIFIS configuration recommendations.
- Reporting requirements for each organization.
- Outline initial and ongoing training needs for the organizations related to this deployment.
- Document and implement regional and Reaching Home reporting requirements, based on the HIFIS deployment.
- Recommendations on future phased deployment to additional organizations.
- Recommendations on resources required for the deployment and ongoing administration of HIFIS at the regional level, including recommendations on system administration responsibilities regionally.
Methodology
The consultant is expected to use a variety of methods in the completion of this project, including:
1. Review BC Housing’s HIFIS deployment project documents/deliverables and Reaching Home HMIS requirements.
2. Work closely with BC Housing’s project manager. Learn HIFIS and the HIFIS sandbox environment.
3. Consult with stakeholders and facilitate meetings.
4. Other methods proposed by the consultant that contribute to achieving the goals and objectives of this project.
Senior Business Analyst, HIFIS Implementation Mandatory Skills:
Undergraduate degree in Computer Science, Business Administration, or equivalent business experience in a related field
Minimum 8 years combined experience in technology and Business Analysis
Previous experience in working with Data sharing agreements and other security and privacy requirements is ideal
Consultant to have domain knowledge in the public sector is key
Ability to work independently and manage multiple technical and/or nontechnical projects
Have a solid knowledge of system implementation lifecycle and methodologies. (Agile, Scrum)
Strong analytical, interpersonal, presentation, written & verbal communication skills
Must have good understanding of software implementation project
