Senior Business Analyst

Job Description:

The United States Department of Agriculture (USDA), Food and Nutrition Service (FNS), Supplemental Nutrition Assistance Program (SNAP) is in need of a Senior Business Analyst. This role will work closely with all team members and government stakeholders to address application needs.

The focus of this role's project is to migrate existing web functionality from an external environment to a newly redesigned website hosted on its USDA FNS platform, creating a cohesive user experience by eliminating redundant information, implementing a consistent design, and streamlining navigation; thereby, providing SNAP Nutrition Education (SNAP-Ed) State and Implementing Agencies with easy access to SNAP-Ed materials.

Roles and responsibilities:

• Works closely with the SNAP-Ed Project team and stakeholders to develop the content inventory and site map ensuring that information migration plan contains all relevant content and its location within SNAP-Ed Connections website.
• Work with the Product Business Owner to develop and maintain Product Backlog, develop future state roadmap
• Gathers requirements, supports problem definition, creates and/or coordinates documentation, and supports testing and release management
• Facilitate effective communication across the team.
• Identifying and supporting business process improvement opportunities
• Develop current state and future state roadmaps
• Leading ongoing reviews of business processes and developing optimal strategies
• Facilitating and leading requirements sessions with business and technical teams
• Elicit, analyze, specify, and validate the business needs of stakeholders, be they customers or end users.
• Documenting use cases, user stories, requirements traceability matrix, business process diagrams, etc.
• Communication and presenting findings to stakeholders
• Develop, maintain and update SDLC, release and technical documentation

Requirements:

• U.S. Citizenship Required
• Proficiency in MS Suite, extensive experience with Visio
• Ability to handle multiple projects in a fast-paced environment
• Ability to plan, organize and structure work
• Excellent communication, organization, time-management, and leadership skills
• Excellent problem solving and analytical skills
• Must have experience working in Agile teams
• Experience working with clients to help define problem and make recommended solutions and coordinating with programmers on solution and production support.
• Must be proficient in creating test cases, test case execution, documenting test results and working with programmers to resolve system findings and deficiencies.
• Must be proficient in the use of Jira.
• Intensive and progressive experience with analyzing, designing, working with developers to implement software solutions to include verification and testing.

Nice to Have:

•    Possession of Business Analyst certification(s) a plus.

Education and Experience:

• 5+ years
• Bachelor of Science in IT, Software Engineering, Computer Programming, or a related field
