Quality Assurance Manager

DESCRIPTION:

The Quality Assurance Manager (MMR Projects) supports the development of MMR customer QA strategies and is responsible for the planning and execution of oversight activities including auditing and supplier qualification functions for USNC MMR projects. The Quality Assurance Manager (MMR Projects) is responsible/accountable for development, evaluation and implementation of QA auditing/surveillance procedures and instructions as well as training and certification as applicable of auditors and lead auditors. The Quality Assurance Manager (MMR Projects) supports integrated management system and quality assurance program development and implementation. The Quality Assurance Manager (MMR Projects) is responsible for the resolution of internal and supplier quality-related issues specific to USNC MMR projects and will provide QA support to projects, during all phases of a project from design, construction/commissioning, as well as perform audits/surveillance and assessment activities

MAIN RESPONSIBILITIES:

  • Support the establishment of and lead the implementation of USNC's customer-specific MMR Quality Assurance strategies including prospective non-nuclear customers. 
  • Responsible for implementation of QA oversight activities during MMR project development and implementation. 
  • Establish a Quality Assurance Program Description for domestic projects and programs, integrated with the at the corporate level integrated management system. · Support qualification and quality assurance oversight of USNC suppliers for USNC's MMR projects. 
  • Support the development of MMR project-specific processes for supplier qualification, supplier oversight, and procurement of quality related items and services. 
  • Support the oversight of USNC approved suppliers through qualification and periodic oversight in accordance with quality standards. 
  • Support the development and implementation of MMR project-specific processes for commercial grade dedication of items, services, and suppliers in accordance with quality standards. 
  • Other duties as assigned.

BASIC QUALIFICATIONS:

  • Education: A minimum of a Bachelor's degree in Engineering, Engineering Technology or Science. Advanced degree preferred.
  • Experience: Eight (8) plus years of related experience in engineering, construction, operation, quality assurance or maintenance with at least five (5) years in the nuclear field (6 years of related experience with advanced degree). Applicable Navy nuclear experience equally acceptable 
  • Overall Job Knowledge and Performance: In-depth understanding of nuclear engineering concepts, principles, and theories. 
  • Management: Demonstrated ability to manage others and coordinate across multiple disciplines to provide design solutions in a timely manner.
  • Quality Assurance: Demonstrated understanding and implementation of one or more of the following quality assurance regulations, standards and guidelines: 
    • CSA N286-12, CSA N299, CSA N286.7, CSA B51. 
    • Working knowledge on 10 CFR 50 Appx. B, 10 CFR Part21 and ASME NQA-1 experience preferred.

PREFERRED SKILLS & EXPERIENCES:

  • Knowledge of project management systems (e.g., PMP Certification) 
  • Experience implementing diverse quality management systems (e.g., ISO 9001, AS 9100, ISO 14001) 
  • Quality-applied Certificates/Certifications: ASQ, CQA, CSQP, IRCA, Exemplar Global affiliation and certifications 
  • Advanced understanding of factors within a multifaceted organization (nuclear, non-nuclear, research) and the impact of the Company's Functional Requirements in support of performance excellence.

TRAVEL EXPECTATIONS: Limited travel (10-25%)

To confirm to U.S. Government space technology export regulations, including the International Traffic in Arms Regulations (ITAR) you must be a U.S. citizen, lawful permanent resident of the U.S., or a protected individual as defined by 8 U.S.C. 1324b(a)(3).
