Proposal Manager

IT Concepts is looking for an experienced Proposal Manager to support ITC’s Growth team in proposal management and content development for strategic and priority opportunities across multiple federal markets (including National Security, IC, Civil, Health).

Responsibilities:

  • Lead and manage the overall proposal development process from Pre-Proposal Phase through production and Post-Proposal Phase for priority/strategic proposals as assigned
  • Coach and train proposal teams using ITC Growth Team processes on the development of complex, compliant and compelling proposal responses
  • Produce and manage proposal outlines, kickoff documentation, writing and reviewer assignments, compliance matrices, and proposal deliverables
  • Develop and maintain proposal schedules, and drive proposal team in adherence to the schedule from beginning to end, ensuring delivery to the customer
  • Lead proposal color reviews to include scheduling, organizing, facilitating, preparing, conducting, and supporting comment summation, adjudication, and final inclusion
  • Provide support, as directed, to Growth Team members on other priority proposals and projects as assigned (including content development, compliance reviews, and support with Capture activities and RFI responses)
  • Collaborate with graphic designers, project managers, capture managers, and client service teams to build creative and innovative material
  • Translate technical information into clear, consistent, and grammatically correct content
  • Demonstrate ability to sift through a discussion with SMEs and leaders, extracting the most significant information and action items
  • Write, revise, and edit drafts including executive summaries, conclusions, management processes, and Past Performance qualifications in a clear concise manner maintaining continuity of style and content
  • Review final documents for editing and content completeness
  • Identify and escalate proposal writing and production issues to ITC leadership for proactive remedies and resolution

Requirements

  • Undergraduate degree in English, journalism, communications, humanities, liberal arts, or related disciplines
  • 8-10 years of proposal management experience (3-5 years content development experience)
  • Ability to work in a fast-paced environment with varying personalities across all functions, while maintaining positive attitude and sense of humor
  • An understanding of the Federal source selection acquisition process
  • Experience supporting/general knowledge of enterprise IT, cloud, Human Capital, or data science fields
  • Ability to review and correct material for content, style, and compliance with internal and external standards, and conduct follow-ups when needed with primary authors
  • Exceptional project management skills

Preferred:

  • APMP certification
  • High proficiency in Microsoft Office and Adobe Acrobat
  • Experience supporting/general knowledge of enterprise IT, cloud, or data science fields
  • Familiarity with delivery concepts such as Agile, DevSecOps, continuous integration / continuous development
  • PMP or Scrum certification
  • Proficiency in Adobe Illustrator and other programs to support graphics creation
  • SharePoint Administration (site development, access management)
