Policy Manager

CarbonPlan is a nonprofit research organization working on improving the transparency and scientific integrity of climate solutions with open data and tools. Our team analyzes the design and implementation of climate programs across the public and private sectors. Our work focuses primarily on carbon offsets, carbon removal, and climate risks. In all three areas, we create public resources on climate solutions based on the best available science and data. We want to make sure that the world pursues more of the solutions that work and less of the ones that do not. You can read more about our work on our website.

Job description

A core part of our mission is to provide trustworthy information that can help guide decision making and policy development. We are looking to expand our team’s capacity to track and participate in policy processes around carbon removal and carbon offsets. As a Policy Manager at CarbonPlan, you will be responsible for identifying and prioritizing policy processes, determining where to engage, how to share our research, and what research outputs and commentaries to produce in order to influence the policy making process. Your work will support and inform our activities across both carbon removal and carbon offsets. You will report to the Carbon Removal Program Lead, and participate in a collaborative working culture in which you will contribute to setting strategy and priorities.

You will:

  • Develop, manage, and execute a policy research agenda focused on carbon removal, carbon offsets, and net-zero policy.
  • Lead efforts to share our research in relevant policy contexts, for example by writing comment letters or participating directly in public processes.
  • Formulate, manage, and implement strategic research that anticipates major policy trends or analyzes policy outcomes in collaboration with our Carbon Removal and Carbon Offset Programs.
  • Publish CarbonPlan commentaries, blog posts, and academic articles.
  • Collaborate on communications strategy and execution.

Requirements

You should have:

  • Passion for our mission.
  • 5+ years of policy experience, including time focused on federal policy.
  • A strong policy network in the US at the state and/or federal level.
  • Familiarity with climate science, carbon removal, carbon offsets, or related policy issues.
  • Experience translating technical information into policy recommendations.
  • Excellent written and verbal communication skills.
  • Experience working in highly collaborative and cross-functional environments.
  • A portfolio of relevant research contributions, including at least one sample of your own policy writing.

You'll be an especially good fit if you have:

  • Experience working directly on carbon removal, carbon offsets, or climate policy.
  • Experience thinking about the political economy and market mechanics of climate solutions.
  • Experience at the boundary of science and decision-making processes (public or private).
  • Experience with state climate policy in California, Washington, or New York.
  • Legal training, especially with a background in consumer protection.

You should include in your application:

  • A sample of your own policy writing that you’d like to highlight,
  • Links to public research or writing contributions,
  • Your resume / CV, and
  • Answers to each of the following questions:
    • What excites you about working at CarbonPlan, and about this specific position?
    • Describe your experience working on carbon removal, carbon offsets, or climate policy.
    • Share about a research project or policy engagement that showcases what you would bring to this position. Describe your role and responsibilities. What motivated the work, and is there anything you would change if given the opportunity to do it again?
    • At CarbonPlan, we value the diversity of experiences and perspectives in climate work. Describe a time that your perspective on a climate policy issue shifted. What changed, and why?
