Summary of the Role:
The Organizational Development Consultant will play a crucial role in designing and delivering customized organizational development (OD) interventions for a large federal healthcare agency. This position involves conducting needs assessments, facilitating workshops and trainings, and providing expert consultation to leaders and teams to enhance operational effectiveness, stakeholder engagement, and employee satisfaction.
Important note: This is a full-time position contingent on contract award.
Responsibilities
Conduct organizational needs assessments through focus groups, surveys, and stakeholder interviewsAnalyze collected data to identify problems, opportunities, and root causes of issuesDesign and deliver customized OD interventions, including team-building activities, leadership development programs, and process improvement initiativesDevelop and implement strategic planning and change management initiativesDesign and implement comprehensive organizational learning strategiesConduct organizational culture assessments and develop interventions to drive positive changeFacilitate leadership team alignment and development sessionsDevelop comprehensive, interactive, and engaging deliverables to support OD requestsFacilitate workshops, retreats, and training sessions for agency employees at various levels, including virtual facilitation for geographically dispersed teamsCollaborate with project team members to ensure integrated, high-quality solutionsEvaluate the outcomes of OD interventions using agency-provided tools and industry best practicesPrepare reports and presentations on intervention outcomes and recommendationsEnsure all materials and deliverables are Section 508 compliantSupport the integration of OD initiatives with broader talent management and succession planning strategiesContribute to business development and thought leadership through content creation, industry presentations, and identifying growth opportunities in federal sector OD and talent management.Qualifications
Master's degree in Organizational Development, Industrial/Organizational Psychology, Human Resources, or a related field5-7 years of experience in organizational development, change management, or related fieldsDemonstrated experience in designing and facilitating OD interventions, workshops, and training programsStrong analytical skills with the ability to collect, analyze, and interpret complex dataExcellent facilitation and presentation skills, including virtual facilitationProficiency in creating engaging, interactive content using various media and toolsExperience with evaluation methodologies and toolsStrong interpersonal and communication skillsAbility to work effectively in a team environmentFamiliarity with federal agency operations, culture, and HR policiesKnowledge of OPM guidelines and the federal human capital frameworksKnowledge of Section 508 compliance requirementsUnderstanding of challenges specific to federal healthcare agenciesExperience with data-driven decision making and analytics in OD contextsAbility to work in an Agile environment and adapt to changing prioritiesExperience with or willingness to obtain necessary security clearances for working with federal agenciesProven track record in designing and implementing large-scale organizational change initiativesExperience with a variety of OD methodologies and frameworks (e.g., Appreciative Inquiry, Action Research, Six Sigma)Knowledge of adult learning theories and their application in organizational settingsExpertise in group dynamics and team effectiveness modelsNice to Haves
