Oracle Database Developer/Architect

We are currently seeking an Oracle Database Developer-Architect to work on a large business application suite of applications at a cabinet level agency. The role is a hands-on position working in an Agile (Scrum) environment. The project is in O&M which will expand to include development in future years. The management of the suite of applications is critical the Agency’s mission each and every day of the year. The Oracle Database Developer-Architect  plays an essential role in several work streams as they will interface with many IT systems.

The Oracle Database Developer-Architect to work on a large business application suite of applications at a cabinet level agency. The role position will require both management and technical skills (see below) to be successful. Also, experience as a federal contractor is essential. The position requires solid understanding of the agency-contractor relationship as this position involves interaction with numerous federal managers and other contracting companies. This position will also require managing technical resources for multiple priority workstreams. Thus, the Oracle Database Developer-Architect to work on a large business application suite of applications at a cabinet level agency. The role needs strong communication skills.  

Job responsibilities include maintaining databases and overseeing the ongoing infrastructure needed to support systems. This position will possess data warehousing, operational database, and integration skills. Moreover, the position will require root cause analysis of performance and data errors and support providing solutions to our clients and development team.

• Coding data objects in an O&M setting
• Working with Java developers on code enhancements and bug fixes
• Coding data fixes
• Proposing solutions to mitigate future data fixes
• Working as a member of an Agile (Scrum) team and participating in Scrum rituals (stand-ups, retrospectives, etc.)
• Maintaining contract SDLC documents
• Ensuring adherence to quality standards and reviewing project deliverables
• Assisting the PM to develop detailed work plans, schedules (road maps), milestone estimates, resource plans, and status reports
• Assisting with project technical meetings
• Adding, updating, and completing Jira tickets to document your work activities (all work is tracked in Jira)
• Working with the infrastructure contractor DBAs on maintaining the database(s)
• On a rotational basis, doing team quality assurance (QA) activities on our data and dashboards
• Creating a list of future enhancements based on current defects, proposed framework upgrades, and functional upgrades
• General team/user support
• Note: This is a database developer position and not a database administrator (DBA) position. The Agency has production DBAs.

• Bachelor’s Degree from an accredited college or university (required)
• Extensive Oracle RDBMS development experience (PL*SQL, stored procs, views, etc.) (required)
• 8+ years of technical experience (required)
• Certifications: CISSP, Security+, or similar certification 
• Experience with managing large Oracle databases and in-depth knowledge of Oracle performance and tuning. 
• Agile experience (Scrum)
• Willing to assist in other technical endeavors when workloads are low
• Software release management experience
• Prior experience with databases (Oracle 11c or higher – we are using 19c)
• Past experience with Sybase RDBMS
• Experience with MS Office Suite products
• Effective organizational, planning, and time management skills; ability to adapt and manage multiple priorities effectively in a fast-paced challenging environment.
• Expert communication skills; ability to communicate effectively in verbal and written formats (this skill is of utmost importance to be considered for this position)
• Strong attention to detail and ability to produce high-quality accurate reports.
• Ability to work independently and with minimal supervision under a system of discipline and accountability.
• Ability and willingness to learn other processes and technologies. Our team is versed in multiple technologies. If you are open to learning, you are a good fit.
• Ability to maintain the highest level of professionalism, confidentiality, and integrity while dealing directly with internal and external customers.
• U.S. citizenship or a Green card Holder (and be willing to undergo a background investigation)

• Master’s Degree or higher
• Technical certifications (including SCM, Oracle, etc.)
• Java or ColdFusion MX experience
• Working at a federal agency and managing an IT system
• Prior experience with Atlassian’s Jira
• Prior experience with Serena Dimensions
• Prior experience with GitLab (GitHub)
• Prior experience with Power BI
• Prior experience with MicroStrategy
• Prior experience with technical writing
• SDLC experience of any type
• Experience with testing web applications (i.e., Running test scripts)
• Hands-on experience with developing BI applications like MicroStrategy, Power BI
