BRAC USA staff work in a hybrid work environment that includes both in-office and remote work arrangements. This position will be based in the Northeast, with a preference for candidates located in the DC or New York area. This role combines the benefits of remote work flexibility with the need for in-office collaboration. 

About the Position

BRAC USA seeks a highly motivated and entrepreneurial candidate to help grow the capacity of our organization, build our brand, and mobilize resources.

Reporting to the Sr. Vice President, the Manager, Grants and Compliance will provide dedicated and active engagement on the full cycle of BRAC USA award management, with particular emphasis on awards from the US Government. This role is responsible for award compliance with BRAC’s accounting and grant management policies and with donor requirements. This role will help to ensure accurate, complete, and reliable information is maintained in BRAC USA award and financial systems.  The incumbent will work closely with the Finance team, Business Development and Corporate & Foundation Partnerships teams in these efforts. The Manager will liaise with relevant stakeholders, particularly with the Global Resource Mobilization and Partnerships (GRP) unit’s Director of Grants Management, the GRP Senior Grant Managers, GRP Africa and Asia Grants Managers and BRAC and BRAC International (BI) staff in the countries as needed, and will problem-solve to instill overall health of USG awards, escalating issues to leadership as needed. 

Duties/Responsibilities:

Grant and Sub-Grant Management for BRAC USA awards, with special focus on USG awards:

●      Ensure BRAC USA funded client and donor communications, requests, amendments, etc., are communicated effectively and oversee completion of resulting actions; coordinate response to donor queries as needed.

●      Work with relevant BRAC staff to support incoming award documentation and processing, sub-award documentation and processing, award amendments, award closeout, and donor reporting. 

●      Liaise with implementing entity GRP grant management staff who conduct continual monitoring to ensure agreement and contractual obligations are being met; expense charges are allowable, allocable, and reasonable; and in accordance with applicable donor requirements, which may include, but are not limited to 2 CFR  200, Federal Acquisition Regulations (FAR) and the USAID Acquisition Regulation (AIDAR).

●      Support BRAC USA award start-up and closeout, including award management capacity building for BRAC USA, Head Office (HO) and Country Office (CO) staff, as needed; provide guidance to COs if/as requested during the start-up and closeout phase of projects.

●      Review and approve documentation for submission to donors, including requests for approval for: international travel, biodata sheets, salary justifications, local compensation plans, TCN/CCN waivers, source/nationality waivers for restricted commodities, key personnel changes, purchase of non-expendable items, annual inventory reports, limitation of funds/cost notification submissions, budgets/cost proposals for realignments or task orders, staff allowances, and other documentation for which prior approval is required.

●      Ensure sub-grant documents for all BRAC USA awards from BRAC USA to other BRAC entities are generated.

●      Negotiate awards and sub-awards with USAID, other donors and other primes on behalf of BRAC USA and other BRAC entities.

●      Participate in periodic grant review meetings with country colleagues and support resolution of issues raised.

 

Compliance

●      Keep up to date on all changes to USG rules and regulations and updates to the Federal Acquisition Regulations (FAR) and the USAID Acquisition Regulation (AIDAR).  In coordination with GRP Grant Management, especially the Global Director of Grant Management, inform grants managers across the globe of the relevant changes and updates.

●      Identify compliance risks and issues through award lifecycle. Support development of mitigation plans with GRP Grant Management, CO/Programme Grant focal points and other staff as relevant. Escalate systemic issues to GRP Director of Grants Management, if needed.

 

Systems and Capacity Building

●      Maintain deep expertise of USG donor rules and regulations and procedures and continually review BRAC USA policies for alignment with donor requirements.

●      In coordination with GRP Grant Management, develop and implement training for USG recipients in order to ensure accurate reporting, fund requests, and sub-recipient monitoring.

●      In collaboration with GRP Director of Grants Management, develop and maintain the appropriate capacity building tools to make knowledge available to program staff, including at minimum an up-to-date soft and hard library, briefing notes on each award and memos on key/recurrent compliance issues.

●      Liaise with US-based grants and compliance communities of practice (e.g., Humentum) and inform organizational award management with better practices. 

 

New Business Development 

●      Provide support on proposal development opportunities as assigned per the Standard Operating  Procedure, including review of applications for potential compliance issues. 

 

Organizational Leadership and Team-Building

●      Supervise and support the development of the Grants Officer/Administrator.

●      Serve as an effective leader of the organization and contribute to a positive team and office environment. Offer guidance and mentorship to junior staff and peers.

●      Model cultural competence and humility as a member of a multicultural team that works globally.

Minimum Qualifications:

●      Bachelor’s degree required.

●      Five to seven years experience in grants and contracts with the US government and other donors.

●      Knowledge and mastery of federal acquisition laws and regulations, including Federal Acquisition Regulations (FAR) and USAID Acquisition Regulation (AIDAR).

●      Previous international experience, especially in Africa and Asia, preferred.

●      Proficiency with Google Suite, MS Office. Experience with Slack, Salesforce or other collaboration platforms.
