Information Systems Manager

Information Systems Manager – Permanent Role On behalf of our client in the Government Services Sector, PROCOM is looking for an Information Systems Manager. Information Systems Manager - Job Description
Manages the process of on-boarding new and existing IT vendors based on the outcome of procurement decisions – negotiating contracts, obtaining appropriate signatures, and, where appropriate, establishing the engagement briefing
Builds and manages relationships with key vendors and other third parties, ensuring billing is accurate and service levels are met, vendor reporting is reviewed and regular meetings with vendors are held
Works with IT vendors in a collaborative manner to ensure successful vendor relationships
Coordinates activities with the Canadian corporations’ IT departments to ensure any changes/hot fixes are captured/relayed to ILC’s third-party vendor to ensure a secure/unbroken connection for critical processes
IT Operations
Responsible for the procurement of IT hardware and services in compliance with the ILC Procurement Policy
Creates business cases, evaluates potential vendors and solutions, and recommends selected solutions to the Executive Director and Controller
Manages IT projects within budget and timelines, minimizing risks and impacts on key business functions, processes and the Canadian companies
Proactively identifies, recommends and introduces best practices, new capabilities and possible solutions to enhance productivity and efficiency and to mitigate strategic and operational risks
Creates and updates documentation and templates for IT operations, ensuring consistent delivery of services and standards
Ensures sustainability of the role by maintaining a repository of IT procedures and processes, past projects and key learnings, rationale for decisions and other pertinent information
Manages and updates the ILC Draws Recovery Plan and Business Continuity Plan, ensuring annual testing and compliance with ILC Policies and Procedures
Responsible for the Information Technology controls of the annual Control Standards Audits and assists with other audits as requested
Information Systems
Serves as technical subject matter expert on ILC’s infrastructure, technical architectures and information systems
Responsible for understanding the business of ILC’s departments, with an emphasis on Draws Operations business and data requirements, processes and workflows
Defines business requirements and creates technical specifications
Responsible for deployment and configuration management of technology tools
Collaborates with third-party developers to design, develop and maintain draws’ systems, using an agile and iterative approach to development
Integrates and automates various technology tools into the draws process using scripting languages (Rust, PowerShell, Python SQL)
Responsible for quality assurance reviewing testing outcomes for deployment of process changes
Manages the repository of draws configuration scripts and version control process (currently using Subversion)
Responsible for overall change management process of DMS, including release management and deployment
Provides training environment and training scenarios to draw staff and collaborates with the Draws Manager on training documentation (Updated to GIT, GIT Lab specifically)
Creates documentation and models to capture DMS’s features, workflow, data management, and architecture in collaboration with the Draws Manager
Collaborates with the Draws Manager to optimize draws operation systems, workflows and assist in the roadmap development
General
Responsible for creating, planning and execution of the annual budgets for Information Technology and Information Systems, ensuring alignment with ILC strategies and annual plan
Acts as Program Manager for the ILC Information Technologies Sub-Committee and related Architecture and Cyber Working Groups
Drafts agendas for Committee Chairs, takes meeting minutes and follows up, as directed, on action plans
Information Systems Manager - Mandatory Skills
Highly service-oriented and collaborative individual who is self-motivated to work independently or as part of a team
Post-secondary education (college or university) in Information Technology or Computer Science
5-7 years of progressive experience, with some experience managing IT operations, as well as developing, implementing and maintaining information systems
Ability to deal with technology vendors in negotiation and acquisition of software, equipment and services and managing day to day vendor performance
Experience with integrating systems development (using agile methodology) with operations management, while working with critical and high integrity systems
Strong understanding and experience with information systems design, architectural models, data management, and systems modelling
Proficiency with programming languages, scripting, version control tools, and modelling languages
Experience managing projects involving multiple stakeholders and vendors from inception to post-implementation services with strong project management skills - organization, scheduling, problem solving, communication and presentation skills
Requires moderately complex analysis and proven reasoning and planning skills to solve a range of strategic and practical problems
Excellent verbal and written communication skills with ability to articulate technical subjects to non-technical audiences, and facilitate key project processes, procedures and best practices
Ability to listen to input of others, values outside perspectives that may be different or unique from their own expertise and build collaborative and trusted stakeholder relationships before finalizing plans while seeking feedback
Is comfortable with working on everyday task requirements and assuming functional ownership of ILC’s IT systems and supporting DMS
