Department Overview
The Information Technology (IT) Department is a security first organization. We deliver data and technology services and, through collaboration with partners, transform the role of Information Technology to advance the UC mission. We maintain an innovative, inclusive, and supportive work environment.

Position Summary
This role is instrumental in overseeing and managing the budget and financial stewardship of the ITS department. Responsibilities encompass daily administration, transactions, and regular reporting, analysis, and forecasting, along with oversight of special fund requests (SFRs), vendor relationships, and HR functions. With a focus on achieving overarching objectives through subordinate managers, the position entails goal-setting, program leadership, strategic operational planning, policy formulation, procurement handling, and financial management, all conducted with a high level of independence. The Director may take part in or lead the establishment of systemwide processes or standards for this function. Leveraging strong leadership qualities, the individual navigates uncertainty and complexity, establishes priorities and structure, fosters relationships, and serves as a trusted partner in bridging the gap between business and IT.

Key Responsibilities

30% LEADERSHIP AND COLLABORATION: Leads and strategically manages the business unit, overseeing consolidated operational, digital, and budget processes, including staff FTE, finance, human resources, contract management, procurement and sourcing, and space planning. Provides guidance, mentoring, and dynamic leadership to a diverse team within ITS and system-wide, focusing on advancing digital operational efficiency. Defines clear role expectations and prioritizes assignments for team members. Trains staff on financial practices, policies and processes and maintains an effective team environment. Fosters collaborative relationships with ITS leaders to optimize the functioning of procurement, HR, vendor management, financial, and budgeting functions. Formulates policies and guidelines to effectively carry out the department's mission. Cultivates strong relationships both within UCOP and across UC locations (Systemwide). Collaborates closely with internal and external departments, partnering with program leaders to execute IT programs and projects.

20% ITS BUDGET: Directs and oversees the comprehensive budget development and administration for ITS. Collaborates closely with department leadership to determine annual budget requirements, leading a team that monitors funds and provides regular, detailed reports on budget versus actual expenditures. Leads the analysis for intricate budget, financial, and resource projects, leading the gathering of essential budgetary and resource requirements information during planning stages. Leveraging Oracle Financials and other systems, enters budget and forecast information and produces quarterly and ad hoc variance reports. Proactively manages in-year budget changes and addresses other ad-hoc requests, ensuring agility and responsiveness.

20% FINANCIAL ANALYSIS: Applies advanced concepts to execute complex technical analyses, comprehending past performance and discerning present and future performance and resource allocations. Reviews, and approves advanced financial transactions. Uses advanced understanding of industry practices and organizational policies and procedures to resolve highly complex or difficult assignments.

20% HR AND PROCUREMENT: Spearheads the streamlining and standardization of procurement and vendor management processes, playing a pivotal role in ITS RFP efforts. Serves as the key liaison and oversees collaborations with various departments related to human resources, contract management, procurement, and sourcing. Engages in thorough organizational analysis to identify opportunities for improvement and efficiency. Produces insightful reports that contribute to data-driven decision-making within the organization.

10% PROGRAM LEAD: Oversees charge back programs, directing funds to and from appropriate accounts and locations. Establishes a robust tracking process and generates reports to guarantee the receipt of all funds, contributing to effective financial oversight and control.

Experience
Required Qualifications

Min 10 years of relevant work experience.

Preferred Qualifications

Min 4 years higher education financial experience.

Education

Bachelor's degree in related area and / or equivalent experience / training.

Preferred Qualifications

Advanced degree in Finance, Accounting, Business, or related area and/or equivalent experience/training.

The University of California, Office of the President, is required to provide a reasonable estimate of the compensation range for this role. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience. The full salary range shows the growth potential for this position and the pay scale is the budgeted salary or hourly range that the University reasonably expects to pay for this position.
