Department Overview
As a security first organization, Technology Delivery Services (TDS) is part of the Information Technology Services (ITS) Department. The TDS teams include Information Security, Planning (architecture and PMO), Application Development, HR & Payroll Development, Infrastructure, and Client Services teams. We maintain an innovative, inclusive, and supportive work environment. UCPath is the University of California's priority program to implement a single payroll, benefits, human resources and academic personnel solution for all UC employees. The incumbent will work closely with business partners like Systemwide HR, IRAP, Academic Affairs, UC Path Center, Project Teams and others and leads a team of technology professionals who deliver service and support to a system-wide audience.

Position Summary
The UCOP TDS (Technology Delivery Service) team plays a crucial role in realizing the University of California's (UC) vision for increased efficiency through shared services. Responsible for supporting vital Systemwide Services such as University Payroll, Undergrad Admissions, Financial Systems, Systemwide Reporting, Information Security, and Securing Digital Assets, this position focuses on managing and supporting the UC HR and Payroll system, UCPATH. Reporting to the Executive Director HR and Payroll (TDS), the Director of HR and Payroll Technology Services provides functional leadership and support for the UCPATH Application and related subsystems. The Director establishes operational goals, objectives, work plans, and delegates assignments through subordinates. Additionally, the Director contributes to the long-term vision and strategy for UCOP TDS to ensure alignment with the mission of the University of California and the UCPath Center. Accountable for leading the TDS-HR and Payroll team, including Business Analysts, Technology professionals, and Project Managers, the Director ensures the delivery of client-focused, responsive service to nearly 20 locations, including five medical centers at maturity. The Director actively participates in developing and executing a UCPath vision and strategy, focusing on continuous improvement, addressing customer needs, and leveraging key metrics to enhance TDS operations. Operational planning, priority setting, and change agreements with UCPath are part of the Director's responsibilities, along with collaboration with UC locations and UCPath Center cross-functional business teams to achieve UCOP objectives. Furthermore, the Director collaborates with UCPath Center leaders to positively impact the overall performance and reputation of the UCPath Center. With a team of 30+ highly competent technical senior professionals, the Director ensures staff development through required training, coaching, and professional development to optimize mission-critical UC Applications.

Key Responsibilities

30% Operating with independence, the Director actively participates in planning and executing information systems and processes within UCOP TDS. This involvement extends to contributing to the broader goals and objectives of the overall TDS. The role may require travel to various UC locations, and in the Executive Director's absence, the Director assumes the role of department lead overseeing 50 employees. Responsibilities include the supervision and development of senior IT professionals specializing in project management, business analysis, and technology analysis. The Director takes charge of overseeing staffing plans, schedules, work plans, and performance requirements through department managers and supervisors.

30% Take on a pivotal leadership role within the TDS team, serving as the representative for the UCPATH Peoplesoft HCM Application team. Partners with Location and Systemwide Leaders, presenting solutions and maintaining a trustworthy relationship with customers. Collaborate with Location, UCPATH, and UCOP stakeholders to lead the Product Strategy and Roadmap for UCOP HCM Application and its related subsystems. Provide advice to senior management on matters pertaining to various functional areas, departments, and customers.

20% Manages diverse project assignments, monitors projects to ensure project deliverables are met and to clear and/or escalate roadblocks. Often must lead a cooperative effort among members of multiple matrixed project teams. Interacts with all levels of personnel within TDS, from senior leadership to individual contributors, manages key interactions with stakeholders and end users to manage risk and ensure customer satisfaction. Highlights and recommends course of action for potential skill gaps due to the organizational transformation technically and culturally.

10% Makes recommendations and implements decisions on matters concerning several functional areas, department and / or customers. Oversees the development and monitoring of resource schedules, staff FTE, budgets, human resources and space planning that have department-wide impact. Drive continuous improvement initiatives for the Peoplesoft HCM application, identifying areas for enhancement and implementing solutions to optimize operations.

10% In conjunction with subordinate managers, manages the analysis of the needs of functional departments and helps to establish priorities for feasibility studies and systems design and implementation to develop new and / or modify information processing systems.

Experience
Required Qualifications

Min 10 years of experience in Information Technology space.
Min 4 years of experience managing Enterprise-Wide Applications for large/complex organization.
Min 2 years of experience managing Supervisors and/or Managers.

Skills and Abilities
Required Qualifications

In-depth knowledge of ERP systems, preferably with experience in leading the implementation, customization, and maintenance of large-scale ERP applications.
Excellent oral and written communication skills, including the ability to effectively present technical topics to large groups with potentially varied levels of technical sophistication.
In-depth knowledge of the business success drivers, industry trends, regulatory issues and competitive marketplace in domains such as Peoplesoft HCM 9.x to develop and deliver value added business solutions that have a measurable impact on results.
Experience with cloud and Software-as-a-Service (SaaS) delivery models and working with 3rd party vendors or consultants.
Strong knowledge of IT security, data security, and data governance process.
Proficiency in leveraging data analytics within ERP systems to derive actionable insights, optimize processes, and improve overall organizational efficiency.
Understanding of the full software development life cycle, from requirements gathering to deployment, with a focus on ERP application development and customization.
Ability to influence at all levels of the organization and capability to work independently with minimal guidance.
Strong organization and prioritization skills.
Advanced understanding and experience implementing solutions in Enterprise systems such as PeopleSoft 9.x.
Knowledgeable/understand of continuous process improvement (CPI) and proven track record of applying (CPI) to processes.
Thorough knowledge of technical concepts and basic operating principles of data communications, computer hardware, vendor IT products, and software.
Ability to understand the process involved to adapt, integrate, and modify existing programs or vendor-supplied products for use within a large and complex technical environment.
Experience leading change management activities and managing their impact across multiple units or departments.

Preferred Qualifications

Proficiency in the technology stack associated with ERP applications, including database management systems, middleware, integration tools, and related technologies.

This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience. The full salary range shows the growth potential for this position and the pay scale is the budgeted salary or hourly range that the University reasonably expects to pay for this position.
